In Finland, requirements for building charging points and charging readiness are set in law and supervision has started.
An existing non-residential building with more than 20 parking spaces had to have at least one charging point by 31 December 2024; supervision applies from 2025 onwards.
The required point must exceed 3.7 kW and be Type 2 and/or CCS.
The market is mature, so we differentiate through controllability, measurement and energy cost optimisation rather than hardware alone.
AC up to 22 kW: what must be checked?
Existing grid connection capacity
Check connection capacity and winter peak load — heating and charging often coincide in Finland.
Capacity upgrade
A capacity upgrade is possible, but load management is usually a faster and cheaper first step.
Apartment building decision
The housing company decision process and design work must be built into the schedule.
Public or private use
If charging is publicly accessible, AFIR requirements on ad hoc charging, payment and price information apply.
Installer requirements
The design must comply with local electrical requirements and installation is done by a competent local contractor.
Detached house
Finlex 733/2020 regulates building charging points and charging readiness. For a new residential building with more than 4 parking spaces, readiness is required for all spaces. In a detached house the solution is technically simple when peak load is managed.
Apartment building
The apartment building market is mature and projects are often larger than in the Baltics. The main work is the housing company decision, design and the billing model.
Commercial property
For a new non-residential building with more than 10 parking spaces, charging point and readiness requirements apply according to the number of spaces. An existing non-residential building with more than 20 spaces had to have at least one charging point by 31 December 2024.
Public charging
The AFIR framework applies to public charging. AC up to 22 kW mainly suits destinations with long dwell times.
