Latvia — EV charging and AC up to 22 kW
The 2026 building rules make smart charging and load management highly relevant.

In 60 seconds
In Latvia, charging requirements for new buildings and major renovations are set out clearly in building standard LBN 200-21.
A required charging point must enable smart charging and, where necessary, bidirectional charging.
Cabling must be dimensioned for simultaneous use, but load or charging management may be provided where needed.
This means a controllable solution is not an add-on but a normal part of the project.
AC up to 22 kW: what must be checked?
Existing grid connection capacity
Check the building's input capacity and whether cabling is dimensioned for simultaneous use or relies on management.
Capacity upgrade
If capacity must be increased, a grid operator procedure and cost are added; load management can often avoid this.
Apartment building decision
In a jointly owned building, an owners' decision and a clear agreement on costs and use are needed.
Public or private use
For a publicly accessible point, AFIR requirements on ad hoc charging, payment and price information apply.
Installer requirements
Installation and design must meet local construction and electrical requirements; involve a competent local partner.
Detached house
A detached-house solution is technically simple: one charging point, the existing supply and home load management. AC up to 22 kW is possible, but actual power depends on the vehicle and the house's available capacity.
Apartment building
Under LBN 200-21 (7 July 2026 version), new residential buildings with more than 3 parking spaces need at least 1 charging point, with 50% of spaces pre-cabled and ducts for the rest. For a renovated residential building, the charging point itself is not always mandatory.
Commercial property
New non-residential buildings with more than 5 parking spaces, and major renovations, require at least 1 charging point per 5 spaces; for office buildings 1 per 2 spaces. At least 50% of spaces must be pre-cabled, with ducts for the rest.
Public charging
The AFIR framework applies to public charging. In renovation the requirement may be disapplied if the cost of charging points and ducts exceeds 10% of the total cost of the major renovation — this exemption must be documented in the project.
