For new buildings, cabling infrastructure and charging point requirements under the Building Code apply depending on the number of parking spaces.
In an apartment building the main work is internal: the association's decision, measuring available capacity and agreeing on billing.
Load management is often a cheaper route here than upgrading the main fuse.
AC up to 22 kW: what must be checked?
Existing grid connection capacity
Check the main fuse rating and the actual consumption profile. Several charging points often fit within existing capacity if charging is managed dynamically.
Capacity upgrade
A capacity upgrade means a grid operator connection procedure, lead time and cost. Verify this before quoting.
Apartment building decision
In an apartment association, a board or general meeting decision is needed, including on shared use and cost allocation.
Public or private use
If the charging point is publicly accessible, AFIR requirements for ad hoc charging, payment and price information apply.
Installer requirements
Installation is done by a competent electrical contractor; proper documentation and measurements must be in place.
Detached house
In a detached house the path is short: existing main fuse, one charging point and home load management so the washing machine and heat pump do not trip the fuse. Three-phase up to 22 kW is possible, but actual power depends on the car and the house.
Apartment building
In an apartment building there are three questions: how much capacity is free, who pays and how it is metered. Building Code §65¹ requires cabling infrastructure for every parking space in a new residential building served by more than 10 parking spaces. In a KIK 2026 grant project for an association, the supported infrastructure must include dynamic load distribution.
Commercial property
In commercial property, AC up to 22 kW fits long dwell times of employees and visitors. Under the Building Code, a new non-residential building served by more than 10 parking spaces needs cabling infrastructure for at least every fifth space and at least one charging point. An existing non-residential building with more than 20 parking spaces must have at least one charging point.
Public charging
For publicly accessible charging, AFIR principles apply: ad hoc charging without a permanent contract, electronic payment at newer points and a clear price before the session. A public service also means an operator role, maintenance and fault handling.
Advantages
- A small, digital market: decision chains are short and data-driven solutions are well received.
- Load management has a strong, easily understood use case because upgrading the main fuse is expensive.
- The KIK 2026 charging infrastructure grant is open and may cover chargers, design and construction, load distribution and, where needed, a capacity upgrade.
- Building Code §65¹ requirements create clear baseline demand in new builds and major renovations.
Drawbacks and risks
- Market volume is small, so individual project size usually stays modest.
- In older apartment buildings free capacity can be limited and the association's decision can take time.
- Under the currently applicable terms, Tallinn and Tartu are outside the KIK measure; municipalities neighbouring Tallinn were added in July 2026.
